Community Based Protection is about empowering a person to be responsible for their own safety. It's an unreasonable expectation to believe that the police will be right there when every incident occurs. Law enforcement in America was designed to be a response agency. So when something bad happens, it's you who are going to have to be responsible for that first few minutes of your survival.
